Principle and conditions

This service applies to all temporary installations which are covered or open air in which the following are organised:

  • Shows, auditions and concerts
  • Exhibitions, exhibition fairs or temporary trade shows 
  • Circus acts or sporting activities

Activities which have received a detailed license are not subject to this procedure (please see Ministerial Decree 92-503 opposite).

Sporting, cultural or recreational events which attract a significant number of spectators may be subject to different security measures, as directed by the Minister of State (please see Law no. 1.283 opposite).

Getting in contact with the Technical Commission

You must get in contact with the Technical Commission for hygiene, security and environmental protection by mail, at least one month before the date of the event.

Your application must specify the nature of the event and must above all outline:

  • The nature of the event 
  • The risks associated with the event 
  • The duration 
  • The exact location
  • The number of members of the public and the number of personnel expected 
  • The materials used for the amenities 
  • The sites and the amenities provided for the public 
  • The exit route and any additional prevention and protection measures

Getting the owner’s specifications

The organiser of the event must get contractually binding specifications from the owner of the locations or installations. These specifications must detail the security measures and the obligations of the owner and the organiser which are imposed by the regulations in force and by the administrative authority.

Planning surveillance and security

Depending on the type, category and characteristics of the establishment and the nature of the activities, surveillance and security must be ensured by a fire-safety service by way of (please see article SP 8 in the annex of ministerial decree no. 67-264 opposite):

  • Employees who are appointed by the management and who are trained to deal wih fire emergency rescue procedures 
  • Or by fire-safety officers, for whom the management is entirely responsible

Receiving a visit from the Technical Commission

Before the public arrive, the Technical Commission visits the installations with the operator and the organiser. After this visit has taken place, a report will be communicated to you and you are obliged to follow through on any possible instructions contained within this report before the installations are open to the public.
