Principle and Condtions

In the interests of public health and preventing the risks of allergic reactions and infection, tattooing using skin puncture techniques, permanent make-up application and body piercing are all regulated by  Ministerial Decree No. 2012-197 of 5 April 2012, pertaining to the practice of tattooing using skin puncture techniques, permanent make-up application and piercing. 

Any individual wishing to employ one of these techniques must have completed prior training in health and hygiene rules, provided by an accredited body.

A declaration of activity must be submitted in advance to the Department of Health Affairs.

The declaration should include:

  • The surname, customary name and first name of the person making the declaration
  • The address where the activity will be carried out
  • The nature of the techniques to be used

Submitting the application

The completed declaration, together with a training certificate (or an agreed equivalent) should be submitted to the Department of Health Affairs.

A receipt will be issued to the person submitting the declaration.

In the event that the declaration is incomplete or contains inaccuracies, the person making the declaration will be invited to amend or complete it as required.

Complete a declaration

If you are using these techniques on a one-off basis (for a period not exceeding five working days, for example during gatherings and events at fairs and exhibitions), the declaration must include:

  • The surname, customary name, first name and role of the person making the declaration (operator, owner of premises, event organiser) 
  • The address where the techniques will be carried out
  • The dates on which the techniques will be carried out
  • The nature of the techniques to be used
  • The full names of the individuals who will be practising the techniques

Submitting the application

The completed declaration, together with a training certificate (or an agreed equivalent) should be submitted to the Department of Health Affairs.
