Principle and conditions
A passenger vehicle (for personal use), a utility vehicle or 2 motorbike can be registered in the Principality on behalf of a company, a store or a business, with the exception of Real Estate Holding Partnerships and other companies civilian object property (article 102 of the Ordinnance n. 1691 of 17/12/1957)
Vehicles cannot be registered in the name of a company, except with a special exemption following a review of the application.

In all cases:
- The completed "Application to register" form
- One means of payment (cash, cheques payable in Monaco or France and Visa bank cards only)

Second-hand vehicles from Monaco

or which can be collected from the Driver and Vehicle Licensing Office) - The registration certificate
- The registration plates
- For private motor vehicles and commercial vehicles with a GVWR of less than 3 T (excluding trailers of - 750 kg of GVWR) of more than 4 years, a technical inspection certificate issued in Monaco or France (*). The validity of the certificate is 6 months.
Second-hand vehicles from France
- Bill of sale or purchase invoice
- Receipt statement of purchase (when purchased from car retrailer)
- “Carte grise” (French certificate of registration) bearing the words "sold on (date of the trasaction)". Without deletions or alterations, the information must remain legible
- A no-pledge Certificate (15 days validity period)
- For private motor vehicles and commercial vehicles with a GVWR of less than 3 T (excluding trailers of - 750 kg of GVWR) of more than 4 years, a technical inspection certificate issued in Monaco or France (*). The validity of the certificate is 6 months.
(*) You may be requested to pay for a new technical inspection in Monaco even though you have passed your technical inspection in France, depending on the defaults that had to be corrected, even if in France you had no obligation to do a counter-visit.
Vehicle with a European Certificate of Conformity or declaration of identification
- Registration request
- The bill of sale or purchase invoice
- A European certificate of conformity
- A Declaration from the Tax Office (Europe) or the 846A customs certificate (Outside Europe)
- A foreign provisional registration certificate (if necessary)
- Registration request
- The bill of sale or purchase invoice
- Certificate of registration abroad (see specificities – Germany and Italy)

European Certificate of conformity (copy) issued by the manufacturer in the country of origin, in France or in Europe
Or Declaration of identification of a used imported vehicle, in conformity with a type approved by the Community/Declaration of identification issued by France (copy)
Or Declaration from the French Federation of Vintage Vehicles (Fédération Française des véhicules d’époque) if the vehicle is more than 30 years old)

Or Customs Certificate 846A (outside Europe)
- For vehicles over 4 years old, a technical inspection certificate issued in Monaco. The validity of the certificate is 6 months

Vehicle without European conformity
Preliminary study application
A preliminary study application (copies only) should be handed in to the reception desk of the Driver and Vehicle Licensing:
- Registration request
- The bill of sale or purchase invoice
- A foreign registration certificate (if Second-hand vehicles)

Certificate of partial conformity with details of the points that are not in conformity issued by the manufacturer in the country of origin or their representative in Europe or France
Or European Certificate of Non-Conformity with details of the points that are not in conformity issued by the manufacturer in the country of origin or their representative in Europe or France
After examination of your case
A letter will be sent to you informing you of the procedure to be followed and if a request for approval of a single vehicle can be envisaged. In this case, you can:

- Or collect it from the Driver and Vehicle Licensing Office
Special Cases:
An application for approval of a single vehicle can be handed in directly to the reception desk for all the following vehicles originating from abroad (excluding France) without European conformity:
- Vehicles older than 25 years
- Commercial vehicles
- 2 wheels, Tricycle, Quad

In the case of an expired registration or a vehicle without registration plates, a WW registration can be issued, on request using the form, you can:

Submitting the application
You should submit the application to the Driver and Vehicle Licensing Office. An appointment is not necessary.
The plates can be issued to you immediately for vehicles from Monaco or France if the vehicle is less than 4 years old or has already passed the technical inspection. The registration certificate can be collected 72 hours later from the same Department.
However, with regard to vehicles from abroad (with the exception of France), the registration plates and registration certificate can be collected 72 hours later from the Department's reception desk.
