Principle and conditions

Cross-border waste shipments for the purposes of disposal or recycling entail risks for health and the environment. For this reason, any individual or legal entity (notifier) who is shipping waste or arranging for waste to be shipped across a border must apply for prior authorisation to ship waste.

Please note: The notifier may be the person who produces the waste or a broker acting on behalf of a third party.

Collecting the documents

Before making any application, please collect and scan the following documents.

  • Contact details for the relevant authorities: Sending (Department of Urban Amenities)-transit-destination- Download file Coordonnées complètes des autorités compétentes concernées Coordonnées complètes des autorités compétentes concernées
  • Description of the company producing the waste and the treatment facility’s Installation Classified for the Protection of the Environment (ICPE) operating permit
  • Chemical analysis of the composition of the waste + treatment facility’s acceptance criteria
  • Prior acceptance certificate (if specified in a decree issued by the treatment facility’s local prefecture)
    • For recycled waste: intended method and destination for disposal of residue remaining after recycling, the volume of material recycled compared to waste residue and non-recyclable waste, the estimated value of the recycled material, the cost of recycling and the cost of disposing of the residue. If you do not know these technical details, you will need to contact the treatment facility to obtain the information
    • Liability insurance

  • If the notifier is not the producer:
    • Copy of the receipt for the declaration on operating a waste trading and brokerage or collection business
    • Contract or mandate between the producer, the new producer or collector and the broker or trader, where the broker or trader is acting as the notifier

  • Copy of the bank guarantee drawn up in favour of the Department of Urban Amenities
  • Copy of the recent quotes used to calculate the guarantee in euros, including all taxes (quote relating to a facility in France)
  • Copy of the operating permit listing admissible waste (including translation of articles justifying the permit)
  • Detailed description of the treatment process
  • Copy of the proof of prior consent, if available
  • Liability insurance
  • Full contact details for the final destination (if an intermediary is involved)
  • Liability insurance (for each carrier)
  • Proof of carrier registration (for each carrier)
  • Detailed itinerary between place of production and place of treatment (Google Maps)
  • Information regarding the measures that will be taken to ensure safety during transit

Obtaining a notification number

Once you have collected and scanned the documents listed above, you will need to apply for a notification number from the Department of Urban Amenities by emailing: amenagement@gouv.mc

Creating your GISTRID account

Waste is exported to France using GISTRID (Online Tracking of International Waste Shipments), a web application developed to facilitate the procedures for submitting notifications through to completing

shipments, including certified waste processing.

Once you have created your GISTRID account, you will be able to obtain and download all of the documents you will need to export waste.

Sending the application to the Department of Urban Amenities

You cannot export your waste until the Exporting Authority has received consent from the Department of Urban Amenities. This consent may be given only once your application has been reviewed.

Once received, the Department of Urban Amenities sends the application to the French Exporting Authority, which will send you an acknowledgement of receipt together with a request for further information if required.

Following its review, the Exporting Authority will send you the signed notification with the start and end dates for the shipment authorisation.

Organising the shipment of waste

  • Scan the movement documents (download this guide to help you: Download file Guide Transferts Transfrontaliers de déchets Guide Transferts Transfrontaliers de déchets )
  • Write on the shipment date and estimated tonnage
  • Send the movement document to amenagement@gouv.mc  and the French Exporting Authority via GISTRID at least 3 working days before the loading date
  • Keep a copy of the form

Sending the notification of receipt

On receipt of the waste, the recipient indicates the date of receipt and the weight, signs the movement document and sends it to you within 3 working days.

You will need to email this document to amenagement@gouv.mc  and the French Exporting Authority via GISTRID.

Certifying the disposal/recycling of waste

On receipt of the disposal/recycling of waste, the recipient certifies that this has been done on the movement document and sends it to you within 3 working days.
