The following require a permit:
- Persons of foreign nationality who wish to operate as a sole trader
- Natural or legal persons of foreign nationality who wish to be partners in an SNC, SCS, or SARL
- Natural persons of foreign nationality who wish to become non-partner managers in an SARL
- Persons of Monégasque nationality who wish to start a business which activities require a permit
- Persons who wish to set up an SAM or an SCA, regardless of the nationality of the founders
Do you need a permit to start your business?
There are two main steps which you need to follow:
- First, apply for a business permit and domicile your business
- Once you have obtained your permit, complete the post-authorisation registration procedures

Completing the post-authorisation registration procedures
Once your permit, or the receipt for the Monegasque declaration have been issued, you must complete the following procedures:
STEP 1: Complete the disclosure procedures and register the business in the Trade and Industry Register
STEP 2: Apply for a Statistical Identification Number from Monegasque Institute of Statistics and Economic Studies (Monaco Statistics )
STEP 3: Declare the business or company to the Department of Tax Services
STEP 4: Register with the social security organisations:
- Sickness, Accident and Maternity Insurance for the Self-Employed (CAMTI)
- The Independent Pensions Fund for the Self-Employed (CARTI)
STEP 5: To be able to hire staff
- Create an employer’s file with the Employment Office
- Recruit staff
- Support for recruitment
