Principle and conditions
Any owner of a vehicle registered in the Principality must, at the time of the sale or transfer of his or her vehicle, inform the Driver and Vehicle Licensing Office and make a request for it to be registered. The sale may be registered in the absence of the seller, but the seller must ensure that it has been registered.
Once the sale has been registered, the procedure varies, depending on the country of destination of the vehicle:
- For a sale in Monaco, the buyer may apply for registration of the vehicle in his or her name
- For a sale in France, the seller or the buyer can request a certificate to obtain the "carte grise" car registration document in France (CPOCG)
- For a sale abroad (outside France), the seller or the buyer may request a certificate for export abroad
The two certificates, which are considered as title clearance, certify that no registration of a pledge or opposition to the sale has been recorded.
In the last two cases, temporary registration with the issue of a provisional registration certificate and "WW" sticker plates for a sale in France or "WW2" for a sale abroad (outside France) may be requested by the purchaser. The provisional "WW" registration enables the vehicle to be driven in the Principality of Monaco and in France for a period of one month and the provisional registration "WW2" enables it to be driven in the Principality of Monaco and abroad for a period of two months.
The purchaser may request a copy of the European certificate of conformity (COC) that may be required for registering the vehicle abroad, as long as this document was provided in the vehicle registration file in the Principality. The purchaser may also request an apostille of the certificate for export abroad, which is required for the registration of the vehicle in certain foreign countries, such as Italy. To request it, please refer to the procedure: "How to request an apostille of an Export certificate".

Formulating the request
The request must be sent to the Driver and Vehicle Licensing Office using the appropriate form, duly completed and signed.
The form may be:
- Downloaded online
Certificate of sale or transfer of a second-hand vehicle (385-0017_01-2019)
- Collected from the Driver and Vehicle Licensing Office

Collating the documents
All applications for registering the sale must be accompanied by the following documents:
- The original copy of the registration certificate
- The registration plates
- In the case of a sale in Monaco, the documents necessary for the registration of the vehicle in accordance with the terms set out in the procedure "How to register your vehicle "
- In the case of a sale abroad, the form
STC023 Application for certificate to register a vehicle abroad (385-0018_01-2018) duly completed and signed, on which the application, if applicable, for "WW" or "WW2" provisional registration will be made
- The payment, to be made by cash, cheque or postal order (clearable in Monaco or France), made out to the Driver and Vehicle Licensing Office and Visa or Mastercard bank cards only, in accordance with the current fee schedule

Submitting the application
You should submit the complete application without appointment to the Driver and Vehicle Licensing Office.
A receipt for payment will be issued with:
- In the case of a sale in Monaco, the registration plates
- In the case of a sale abroad, if applicable, the provisional "WW" or "WW2"self-adhesive strips

Collecting the document
In the case of a sale in Monaco, the registration certificate is available within 72 hours of receipt of the file, at the reception desk of the Driver and Vehicle Licensing Office on presentation of the payment receipt.
In the case of a sale in France, the certificate to obtain the “carte grise” car registration document (CPOCG), and, if applicable, the provisional "WW" registration certificate are available within 72 hours of receipt of the file, at the reception desk of the Driver and Vehicle Licensing Office on presentation of the payment receipt.
In the case of a sale abroad (outside France), the certificate for export abroad, and, if applicable, the provisional "WW2" registration certificate are available within 72 hours of receipt of the file, at the reception desk of the Driver and Vehicle Licensing Office on presentation of the payment receipt.

Cancelling a sale
The sale of a vehicle can only be cancelled after completion in the following two cases:
- Amicably, without any time limit
- Or by a court decision, the legal action being limited in time to 5 years
The seller and the buyer are obliged to inform the Driver and Vehicle Licensing Office by providing:
- The original copy of the registration certificate
- The registration plates
- In the 1st case, the consent of both parties, in writing and signed
- In the 2nd case, the court decision
